Vitaly graduated from Moscow State University in 2015, where he is currently a PhD student at the Department of Criminal Law and Criminology. His dissertation deals with criminal jurisdiction over trans-border crime. Through using comparative legal research methods, Vitaly aims to gain a deeper understanding of this complex legal phenomenon. In addition to his research, Vitaly has worked as a lawyer at the Institute for Law and Public Policy, a Moscow-based NGO engaged in civil society capacity building and litigation before the Russian Constitutional Court and international human rights bodies.
